Solicitor Permit Information

Effective June 7, 2025, all persons aged nineteen (19) or older wishing to solicit door-to-door must submit for fingerprinting and a criminal background examinations as a part of the application process for a solicitor permit in the Village of Hawthorn Woods.

Some of the highlights of this ordinance include the following:  

• Effective June 7, 2025, all persons aged nineteen (19) or older wishing to solicit door-to-door must submit for fingerprinting and a criminal background examinations as a part of the application process for a solicitor permit in the Village of Hawthorn Woods.  The cost for the fingerprinting and criminal background examination is $40 per person, and must be paid upfront at Village Hall.  Any applicant who has been previously licensed under the solicitor ordinance and was subjected to a background examination within the preceding 365 days shall be exempt from this requirement.  
• Each commercial and charitable solicitor shall prominently display the village issued solicitation permit photo ID while soliciting in the village.
• Every solicitor must cease solicitation upon the owner or occupant’s request.
• If a No Solicitor sign is posted on or near the main door, solicitors are not to enter or engage in solicitation on the premises.  The village has No Solicitor window clings available free of charge to residents by contacting Katreina Koprowski at kkoprowski@vhw.org or at (847) 847-3590.
• Solicitation can occur between the hours 11:00 a.m. and 7:00 p.m. on Sundays, and state or national holidays, and between the hours of 9:00 a.m. and 7:00 p.m. on all other days.
• It shall be unlawful for any solicitor to knowingly make more than one solicitation call at the same premises for identical goods, services, or for the same charitable purpose within any consecutive 120 day period.  
• Fees:    
  • Background examination: $40.00 paid upfront 
  • Original solicitation permit: $70.00 paid at the time of permit issuance
  • Renewal solicitation permit: $50.00 paid at the time of permit issuance
